Three parcels of land in the North Eveleigh Clothing Store precinct have been transferred from Transport for NSW to Homes NSW, moving the long-planned redevelopment of the former railway land into a new phase.
Homes NSW says ownership transferred in July 2026. The site is earmarked for about 500 homes, including social, affordable and market housing, alongside new and improved public open space, community facilities, potential retail uses and the future reuse of the heritage Clothing Store building.
Homes NSW takes control of the next stage
The redevelopment has been years in the making. In July 2024, the NSW Government announced that the Clothing Store precinct would be developed by Homes NSW as part of its program to use government-owned land for new housing.
At the time, the government said 50 per cent of the approximately 500 dwellings would be social and affordable housing. The 2026 transfer gives Homes NSW direct responsibility for planning and delivering the redevelopment, although detailed designs and construction dates have not yet been released.
Carriageworks Way and other key roads through the precinct will remain in Transport for NSW ownership. Development will proceed in stages, with the first stage focused on new social housing beside the railway corridor and Carriageworks, near the existing Platform Apartments affordable housing development.
Homes NSW now describes the project as a mix of social, affordable and market housing, but its current project page does not restate the earlier commitment that 50 per cent of the homes would be social and affordable.
It will be significant given continuing pressure on housing affordability and social housing supply across Sydney.
Decades of planning shape the new proposal
The Clothing Store precinct forms part of the wider Redfern North Eveleigh railway lands, which have been the subject of redevelopment plans for many years. The North Eveleigh Concept Plan was approved in 2008, while a new Strategic Vision was prepared by Transport for NSW in 2021 following consultation with stakeholders and the community.
Homes NSW says it will review the existing Concept Plan while building on its intent and urban design principles. The renewal will also respond to current government housing priorities and contemporary planning and design standards, while reflecting community priorities established through earlier consultation.
Heritage building to be retained for future use
The heritage Clothing Store building is to be retained and transformed for future use as part of the redevelopment. Homes NSW has not yet publicly confirmed what that use will be.
The wider project also promises new and improved public open space, community facilities and potential retail uses. The design and location of those spaces and facilities will be among the details to emerge through the next planning stages.
Community consultation expected as plans develop
REDWatch says it is seeking a briefing from Homes NSW and has been pushing for an early community meeting close to the site. Homes NSW says further community consultation will take place as planning progresses.
The main questions are now clear for locals living in Redfern, Eveleigh and nearby Newtown. How much social and affordable housing will be delivered? What scale of development will be proposed? How will the Clothing Store be used, and when will construction begin?
With ownership now transferred, the next planning stages will determine the final housing mix, development scale, community facilities and future use of one of North Eveleigh’s key heritage sites.
